Cities: Skylines 2 team apologizes, makes DLC free and promises a fan summit

Perhaps the first clue that something was not quite right about Beach Properties, the first $10 DLC "expansion" for the already off-kilter city-building sim Cities: Skylines 2, was that it did not contain a real beach house, which one might consider a key beach property. The oversight seemed indicative of a content pack that lacked for content.

C:S2's developers and publisher now agree and have published a letter to Cities fans, in which they offer apologies, updates, and refunds. Beach Properties is now a free add-on, individual buyers will be refunded (with details at a FAQ page), and Ultimate Edition owners will receive additional Creator Packs and Radio Stations, since partial refunds are tricky across different game stores.

"We thought we could make up for the shortcomings of the game in a timeframe that was unrealistic, and rushed out a DLC that should not have been published in its current form. For all this, we are truly sorry," reads the letter, signed by the CEOs of developer Colossal Order and publisher Paradox Interactive. "When we’ve made statements like this one before, it’s included a pledge to keep making improvements, and while we are working on these updates, they haven’t happened at a speed or magnitude that is acceptable, and it pains us that we've now lost the trust of many of you. We want to do better."

Ever since the Voyager mission sent home images of Jupiter's moon Io spewing material into space, we've gradually built up a clearer picture of Io's volcanic activity. It slowly became clear that Io, which is a bit smaller than Mercury, is the most volcanically active body in the Solar System, with all that activity driven by the gravitational strain caused by Jupiter and its three other giant moons. There is so much volcanism that its surface has been completely remodeled, with no signs of impact craters.

A few more details about its violence came to light this week, with new images being released of the moon's features, including an island in a lake of lava, taken by the Juno orbiter. At the same time, imaging done using an Earth-based telescope has provided some indications that this volcanism has been reshaping Io from almost the moment it formed.

Fiery, glassy lakes

The Juno orbiter's mission is primarily focused on studying Jupiter, including the dynamics of its storms and its internal composition. But many of its orbital passes have taken it right past Io, and this week, the Jet Propulsion Laboratory released some of the best images from these flybys. They include a shot of Loki Patera, a lake of lava that has an island within it. Also featured: the impossibly sheer slopes of Io's Steeple Mountain.

A jury has unanimously convicted Avi Eisenberg in the US Department of Justice's first case involving cryptocurrency open-market manipulation, the DOJ announced Thursday.

The jury found Eisenberg guilty of commodities fraud, commodities market manipulation, and wire fraud in connection with the manipulation on a decentralized cryptocurrency exchange called Mango Markets.

Eisenberg is scheduled to be sentenced on July 29 and is facing "a maximum penalty of 10 years in prison on the commodities fraud count and the commodities manipulation count, and a maximum penalty of 20 years in prison on the wire fraud count," the DOJ said.

Tesla recalls all 3,878 Cybertrucks over faulty accelerator pedal cover

On Monday, we learned that Tesla had suspended customer deliveries of its stainless steel-clad electric pickup truck. Now, the automaker has issued a recall for all the Cybertrucks in customer hands—nearly 4,000 of them—in order to fix a problem with the accelerator pedal. It has come at an inconvenient time for Tesla, which is laying off more than 10 percent of its workforce due to shrinking sales even as CEO Elon Musk asks for an extra $55.8 billion in compensation.

The problem, which affects all 3,878 Cybertrucks delivered so far, has to do with the EV's accelerator pedal. Tesla has fitted this with a metal-finish cover to match the brushed metal appearance of the truck itself—no word on whether the pedals rust, too—but it says that at some point, "an unapproved change introduced lubricant (soap) to aid in the component assembly of the pad onto the accelerator pedal. Residual lubricant reduced the retention of the pad to the pedal."

Thanks to the profile of the Cybertruck's under dash, if the pedal cover becomes partially detached it can slide up and become trapped in place, wedging the pedal down and unleashing all of the Cybertruck's substantial power—the dual-motor truck boasts 600 hp (447 kW) and can reach 60 mph (98 km/h) in just over four seconds.

Welcome to Edition 6.40 of the Rocket Report! There was a lot of exciting news this week. For the first time, SpaceX launched a reusable Falcon 9 booster for a 20th flight. A few miles away at Cape Canaveral, Boeing and United Launch Alliance completed one of the final steps before the first crew launch of the Starliner spacecraft. But I think one of the most interesting things that happened was NASA's decision to ask the space industry for more innovative ideas on how to do Mars Sample Return. I have no doubt that space companies will come up with some fascinating concepts, and I can't wait to hear about them.

Going vertical Down Under. Gilmour Space has raised its privately developed Eris rocket vertical on a launch pad in North Queensland for the first time, the Australian Broadcasting Corporation reports. This milestone marks the start of the next phase of launch preparations for Eris, a three-stage rocket powered by hybrid engines. If successful, Eris would become the first Australian-built rocket to reach orbit. Gilmour says the maiden flight of Eris is scheduled for no earlier than May 4, pending launch permit approvals. This presumably refers to a commercial launch license from the Australian government.

X's chatbot Grok is supposed to be an AI engine crunching the platform's posts to surface and summarize breaking news, but this week, Grok's flaws were once again exposed when the chatbot got confused and falsely accused an NBA star of criminal vandalism.

"Klay Thompson Accused in Bizarre Brick-Vandalism Spree," Grok's headline read in an AI-powered trending-tab post that has remained on X (formerly Twitter) for days. Beneath the headline, Grok went into even more detail to support its fake reporting:

In a bizarre turn of events, NBA star Klay Thompson has been accused of vandalizing multiple houses with bricks in Sacramento. Authorities are investigating the claims after several individuals reported their houses being damaged, with windows shattered by bricks. Klay Thompson has not yet issued a statement regarding the accusations. The incidents have left the community shaken, but no injuries were reported. The motive behind the alleged vandalism remains unclear.

Grok appears to be confusing a common basketball term, where players are said to be throwing "bricks" when they take an airball shot that doesn't hit the rim. According to SF Gate, which was one of the first outlets to report the Grok error, Thompson had an "all-time rough shooting" night, hitting none of his shots on what was his emotional last game with the Golden State Warriors before becoming an unrestricted free agent.

LLMs keep leaping with Llama 3, Meta’s newest open-weights AI model

On Thursday, Meta unveiled early versions of its Llama 3 open-weights AI model that can be used to power text composition, code generation, or chatbots. It also announced that its Meta AI Assistant is now available on a website and is going to be integrated into its major social media apps, intensifying the company's efforts to position its products against other AI assistants like OpenAI's ChatGPT, Microsoft's Copilot, and Google's Gemini.

Like its predecessor, Llama 2, Llama 3 is notable for being a freely available, open-weights large language model (LLM) provided by a major AI company. Llama 3 technically does not quality as "open source" because that term has a specific meaning in software (as we have mentioned in other coverage), and the industry has not yet settled on terminology for AI model releases that ship either code or weights with restrictions (you can read Llama 3's license here) or that ship without providing training data. We typically call these releases "open weights" instead.

At the moment, Llama 3 is available in two parameter sizes: 8 billion (8B) and 70 billion (70B), both of which are available as free downloads through Meta's website with a sign-up. Llama 3 comes in two versions: pre-trained (basically the raw, next-token-prediction model) and instruction-tuned (fine-tuned to follow user instructions). Each has a 8,192 token context limit.

Password-manager LastPass users were recently targeted by a convincing phishing campaign that used a combination of email, SMS, and voice calls to trick targets into divulging their master passwords, company officials said.

The attackers used an advanced phishing-as-a-service kit discovered in February by researchers from mobile security firm Lookout. Dubbed CryptoChameleon for its focus on cryptocurrency accounts, the kit provides all the resources needed to trick even relatively savvy people into believing the communications are legitimate. Elements include high-quality URLs, a counterfeit single sign-on page for the service the target is using, and everything needed to make voice calls or send emails or texts in real time as targets are visiting a fake site. The end-to-end service can also bypass multi-factor authentication in the event a target is using the protection.

LastPass in the crosshairs

Lookout said that LastPass was one of dozens of sensitive services or sites CryptoChameleon was configured to spoof. Others targeted included the Federal Communications Commission, Coinbase and other cryptocurrency exchanges, and email, password management, and single sign-on services including Okta, iCloud, and Outlook. When Lookout researchers accessed a database one CryptoChameleon subscriber used, they found that a high percentage of the contents collected in the scams appeared to be legitimate email addresses, passwords, one-time-password tokens, password reset URLs, and photos of driver’s licenses. Typically, such databases are filled with junk entries.

On Wednesday, Colorado expanded the scope of its privacy law initially designed to protect biometric data like fingerprints or face images to become first in the nation to also shield sensitive neural data.

That could stop companies from hoarding brain activity data without residents realizing the risks. The New York Times reported that neural data is increasingly being collected and sold nationwide. And after a market analysis showed that investments in neurotechnology leapt by 60 percent globally from 2019 to 2020—and were valued at $30 billion in 2021—Big Tech companies have significantly intensified plans to develop their own products to rake in potentially billions.

For instance, in 2023, Meta demoed a wristband with a neural interface used to control its smart glasses and unveiled an AI system that could be used to decode the mind. In January, Elon Musk announced that Neuralink implanted its first brain chip in a human that can be used to control a device with their thoughts. And just last month, Apple Insider reported that "Apple is working on technology that could turn the Apple Vision Pro into a brainwave reader to improve mental health, assist with training and workouts, and help with mindfulness."

Apple's decision earlier this month to open the iOS App Store to generic retro game emulators is already bearing fruit. Delta launched Wednesday as one of the first officially approved iOS apps to emulate Nintendo consoles from the NES through the N64 and the Game Boy through the Nintendo DS (though unofficial options have snuck through in the past).

Delta is an outgrowth of developer Riley Testut's earlier sideloadable GBA4iOS project, which recently had its own unauthorized clone removed from the App Store. Before Wednesday, iOS users could load Delta onto their devices only through AltStore, an iOS marketplace that used a Developer Mode workaround to sideload apps from a self-hosted server. European users can now get that AltStore directly on their iOS devices (for a small 1.50 euro/year fee), while North American users can simply download Delta for free from the iOS App Store, with no ads or user tracking to boot.

All that history means Delta is far from a slapdash app quickly thrown together to take advantage of Apple's new openness to emulation. The app is obviously built with iOS in mind and already integrates some useful features designed for the mobile ecosystem. While there are some updates we'd like to see in the future, this represents a good starting point for where Apple-approved game emulation can go on iOS.

Ten years ago today, when a Falcon 9 rocket took off from Florida, something strange happened. Dramatically, as the rocket lifted off, a fountain of dirty water splashed upward alongside the vehicle, coating the rocket in grime.

Following the ultimately successful liftoff of this third cargo Dragon mission to the International Space Station, SpaceX founder Elon Musk was asked about the incident during a news conference. He offered a fairly generic answer without going into the details.

"We sprayed a bunch of water all around the pad," Musk said. "Essentially what happened is we splashed dirty water on ourselves. So it’s a little embarrassing, but no harm done."

Ground teams on Florida's Space Coast hoisted Boeing's Starliner spacecraft atop its United Launch Alliance Atlas V rocket this week, putting all the pieces in place for liftoff next month with two veteran NASA astronauts on a test flight to the International Space Station.

This will be the first time astronauts fly on Boeing's Starliner crew capsule, following two test flights without crew members in 2019 and 2022. The Starliner Crew Flight Test (CFT) next month will wrap up a decade and a half of development and, if all goes well, will pave the way for operational Starliner missions to ferry crews to and from the space station.

Starliner is running years behind schedule and over budget. SpaceX's Crew Dragon spacecraft has flown all of NASA's crew rotation missions to the station since its first astronaut flight in 2020. But NASA wants to get Boeing's spacecraft up and running to have a backup to SpaceX. It would then alternate between Starliner and Crew Dragon for six-month expeditions to the station beginning next year.

When OpenAI's DALL-E 2 debuted on April 6, 2022, the idea that a computer could create relatively photorealistic images on demand based on just text descriptions caught a lot of people off guard. The launch began an innovative and tumultuous period in AI history, marked by a sense of wonder and a polarizing ethical debate that reverberates in the AI space to this day.

Last week, OpenAI turned off the ability for new customers to purchase generation credits for the web version of DALL-E 2, effectively killing it. From a technological point of view, it's not too surprising that OpenAI recently began winding down support for the service. The 2-year-old image generation model was groundbreaking for its time, but it has since been surpassed by DALL-E 3's higher level of detail, and OpenAI has recently begun rolling out DALL-E 3 editing capabilities.

But for a tight-knit group of artists and tech enthusiasts who were there at the start of DALL-E 2, the service's sunset marks the bittersweet end of a period where AI technology briefly felt like a magical portal to boundless creativity. "The arrival of DALL-E 2 was truly mind-blowing," illustrator Douglas Bonneville told Ars in an interview. "There was an exhilarating sense of unlimited freedom in those first days that we all suspected AI was going to unleash. It felt like a liberation from something into something else, but it was never clear exactly what."

Tesla asks shareholders to approve Texas move and restore Elon Musk’s $56B pay

Tesla is asking shareholders to approve a move to Texas and to re-approve a $55.8 billion pay package for CEO Elon Musk that was recently voided by a Delaware judge.

Musk's 2018 pay package was voided in a ruling by Delaware Court of Chancery Judge Kathaleen McCormick, who found that the deal was unfair to shareholders. After the ruling, Musk said he would seek a shareholder vote on transferring Tesla's state of incorporation from Delaware to Texas.

The proposed move to Texas and Musk's pay package will be up for votes at Tesla's 2024 annual meeting on June 13, Tesla Board Chairperson Robyn Denholm wrote in a letter to shareholders that was included in a regulatory filing today.

"I'm crying for some reason," says Tarn Adams, demonstrating Dwarf Fortress' "Adventure Mode" for a Discord stream full of games writers and PR folk. His adventurer is crying, that is. "Something must have upset me. Probably the dead bodies… I have great grouchiness, though."

Adventure Mode, out today, builds on the graphical version of Dwarf Fortress and the work you've put into it. The adventurers you create and send out into the world traverse the overland and underground places you yourself crafted. This allows you to both appreciate the realms carved out by your imagination and also be a kind of dungeon master for other adventurers (with, hopefully, an easier fortress-swapping mechanic to come soon). You can also generate a new world if you prefer the simulation's weird choices to your own.

Everything about the standard simulation version of playing Dwarf Fortress applies to playing it as a hardcore CRPG. Everything has layers, all is described, and the combination of deep logic and utter silliness is unmatched.

Apple removes the first iOS Game Boy emulator released under new App Store rules

Over the weekend, developer Mattia La Spina launched iGBA as one of the first retro game emulators legitimately available on the iOS App Store following Apple's rules change regarding such emulators earlier this month. As of Monday morning, though, iGBA has been pulled from the App Store following controversy over the unauthorized reuse of source code from a different emulator project.

Shortly after iGBA's launch, some people on social media began noticing that the project appeared to be based on the code for GBA4iOS, a nearly decade-old emulator that developer Riley Testut and a partner developed as high-schoolers (and distributed via a temporary security hole in the iOS App Store). Testut took to social media Sunday morning to call iGBA a "knock-off" of GBA4iOS. "I did not give anyone permission to do this, yet it’s now sitting at the top of the charts (despite being filled with ads + tracking)," he wrote.

GBA4iOS is an open source program released under the GNU GPLv2 license, with licensing terms that let anyone "use, modify, and distribute my original code for this project without fear of legal consequences." But those expansive licensing terms only apply "unless you plan to submit your app to Apple’s App Store, in which case written permission from me is explicitly required."

Tesla to lay off more than 10 percent of its workers as sales slow

Times are starting to get tough for Tesla. The electric vehicle automaker had been riding high, with quarter after quarter of successive growth and plenty of profits in the process. But lately, that success has mostly been due to a series of price cuts meant to tempt customers to buy into an aging lineup. This March, the company reported its first quarterly decline since 2020.

Now, it plans to lay off more than 10 percent of its workforce, according to an internal memo seen by Reuters.

"As we prepare the company for our next phase of growth, it is extremely important to look at every aspect of the company for cost reductions and increasing productivity," Tesla CEO Elon Musk told employees in the memo.

Cybertruck owners allege pedal problem as Tesla suspends deliveries

Tesla's troubled Cybertruck appears to have hit yet another speed bump. Over the weekend, dozens of waiting customers reported that their impending deliveries had been canceled due to "an unexpected delay regarding the preparation of your vehicle."

Tesla has not announced an official stop sale or recall, and as of now, the reason for the suspended deliveries is unknown. But it's possible the electric pickup truck has a problem with its accelerator.

Tesla has been accused of making cars that have sudden unintended acceleration problems. In 2017, the company was the subject of a class-action lawsuit based on at least 23 accounts of Tesla Models S and X suffering from this problem. Tesla vehemently denied any such problem, and in 2020, the National Highway Traffic Safety Administration declined to investigate.

Since Framework showed off its first prototypes in February 2021, we've generally been fans of the company's modular, repairable, upgradeable laptops.

Not that the company's hardware releases to date have been perfect—each Framework Laptop 13 model has had quirks and flaws that range from minor to quite significant, and the Laptop 16's upsides struggle to balance its downsides. But the hardware mostly does a good job of functioning as a regular laptop while being much more tinkerer-friendly than your typical MacBook, XPS, or ThinkPad.

But even as it builds new upgrades for its systems, expands sales of refurbished and B-stock hardware as budget options, and promotes the re-use of its products via external enclosures, Framework has struggled with the other side of computing longevity and sustainability: providing up-to-date software.

Some weeks in AI news are eerily quiet, but during others, getting a grip on the week's events feels like trying to hold back the tide. This week has seen three notable large language model (LLM) releases: Google Gemini Pro 1.5 hit general availability with a free tier, OpenAI shipped a new version of GPT-4 Turbo, and Mistral released a new openly licensed LLM, Mixtral 8x22B. All three of those launches happened within 24 hours starting on Tuesday.

With the help of software engineer and independent AI researcher Simon Willison (who also wrote about this week's hectic LLM launches on his own blog), we'll briefly cover each of the three major events in roughly chronological order, then dig into some additional AI happenings this week.

Gemini Pro 1.5 general release

On Tuesday morning Pacific time, Google announced that its Gemini 1.5 Pro model (which we first covered in February) is now available in 180-plus countries, excluding Europe, via the Gemini API in a public preview. This is Google's most powerful public LLM so far, and it's available in a free tier that permits up to 50 requests a day.

An accomplished and prominent transplant surgeon in Texas allegedly falsified patient data in a government transplant waiting list, which may have prevented his own patients from receiving lifesaving liver transplants, according to media reports and hospital statements.

Memorial Hermann-Texas Medical Center halted its liver transplant program on April 3 after finding "irregularities" with donor acceptance criteria, the Houston Chronicle reported based on a statement from the hospital. At the time there were 38 patients on the hospital's wait list for a liver. Earlier this week, the hospital also halted its kidney transplant program, telling the Chronicle that it was pausing operations to "evaluate a new physician leadership structure."

Memorial Hermann has not named the surgeon behind the "inappropriate changes," but The New York Times identified him as Dr. Steve Bynon, a surgeon who has received numerous accolades and, at one point, appears to have been featured on a billboard. Epic Games has filed a proposed injunction that would stop Google from restricting third-party app distribution outside Google Play Store on Android devices after proving that Google had an illegal monopoly in markets for Android app distribution.

Epic is suggesting that competition on the Android mobile platform would be opened up if the court orders Google to allow third-party app stores to be distributed for six years in the Google Play Store and blocks Google from entering any agreements with device makers that would stop them from pre-loading third-party app stores. This would benefit both mobile developers and users, Epic argued in a wide-sweeping proposal that would greatly limit Google's control over the Android app ecosystem.

US District Court Judge James Donato will ultimately decide the terms of the injunction. Google has until May 3 to respond to Epic's filing.

For the first time, SpaceX will launch one of its reusable Falcon 9 boosters for a 20th time Friday night on a flight to deliver 23 more Starlink Internet satellites to orbit.

This milestone mission is scheduled to lift off at 9:22 pm EDT Friday (01:22 UTC Saturday) from Space Launch Complex 40 (SLC-40) at Cape Canaveral Space Force Station, Florida. Forecasters from the US Space Force predict "excellent" weather for the primetime launch.

Falcon 9 will blaze a familiar trail into space, following the same profile as dozens of past Starlink missions.

Nintendo continues to use DMCA requests to halt projects it says aid in the piracy of Switch content. Discord has shut down the discussion servers associated with two prominent Yuzu forks—Suyu and Sudachi—while GitHub has removed a couple of projects related to the decryption of Switch software for use with emulators or hacked consoles.

The takedowns are the latest aftershocks from Nintendo's federal lawsuit against Switch emulator Yuzu, which led to a $2.4 million settlement weeks later. Yuzu voluntarily shut down its GitHub page and Discord server as part of that settlement, though archived discussions from Discord are still accessible.

That settlement includes a section prohibiting the makers of Yuzu from "acting in active concert and participation" with third parties in the distribution or promotion of Yuzu or any clones that make use of its code. But there's no evidence that anyone enjoined by that settlement is actively working with Suyu or Sudachi on their projects.

The Space Force is planning what could be the first military exercise in orbit

The US Space Force announced Thursday it is partnering with two companies, Rocket Lab and True Anomaly, for a first-of-its-kind mission to demonstrate how the military might counter "on-orbit aggression."

On this mission, a spacecraft built and launched by Rocket Lab will chase down another satellite made by True Anomaly, a Colorado-based startup. "The vendors will exercise a realistic threat response scenario in an on-orbit space domain awareness demonstration called Victus Haze," the Space Force's Space Systems Command said in a statement.

This threat scenario could involve a satellite performing maneuvers that approach a US spacecraft or a satellite doing something else unusual or unexpected. In such a scenario, the Space Force wants to have the capability to respond, either to deter an adversary from taking action or to defend a US satellite from an attack.

Engineers have determined why NASA's Voyager 1 probe has been transmitting gibberish for nearly five months, raising hopes of recovering humanity's most distant spacecraft.

Voyager 1, traveling outbound some 15 billion miles (24 billion km) from Earth, started beaming unreadable data down to ground controllers on November 14. For nearly four months, NASA knew Voyager 1 was still alive—it continued to broadcast a steady signal—but could not decipher anything it was saying.

Confirming their hypothesis, engineers at NASA's Jet Propulsion Laboratory (JPL) in California confirmed a small portion of corrupted memory caused the problem. The faulty memory bank is located in Voyager 1's Flight Data System (FDS), one of three computers on the spacecraft. The FDS operates alongside a command-and-control central computer and another device overseeing attitude control and pointing.

Apple now allows retro game emulators on its App Store—but with big caveats

When Apple posted its latest update to the App Store's app review and submission policies for developers, it included language that appears to explicitly allow a new kind of app for emulating retro console games.

Apple has long forbidden apps that run code from an external source, but today's announced changes now allow "software that is not embedded in the binary" in certain cases, with "retro game console emulator apps can offer to download games" specifically listed as one of those cases.

Tesla has abandoned plans to develop an affordable electric Model 2, according to a report in Reuters. The news organization says it has reviewed company messages that say the affordable Model 2, which Tesla CEO Elon Musk claimed would sell for $25,000 or less, has been axed.

Musk has been talking about an affordable Tesla Model 2 for some time now. An affordable mass-market EV was supposedly always key to the company's long-term "master plans," and in December 2023, he said the company was working on a "low-cost electric vehicle that will be made at very high volume." Then, this March, Musk told Tesla workers that the Model 2 would go into production at the company's factory in Berlin.

In light of this news, that statement certainly raises eyebrows—Reuters reports that one of its three unnamed sources told it that the decision to scrap the Model 2 was made in late February. Instead, Musk is allegedly "all in on robotaxi," Tesla's plan to create an autonomous driving system that could allow its cars to compete with Uber or Lyft without a driver in the equation.

On Friday, Meta announced policy updates to stop censoring harmless AI-generated content and instead begin "labeling a wider range of video, audio, and image content as 'Made with AI.'"

Meta's policy updates came after deciding not to remove a controversial post edited to show President Joe Biden seemingly inappropriately touching his granddaughter's chest, with a caption calling Biden a "pedophile." The Oversight Board had agreed with Meta's decision to leave the post online while noting that Meta's current manipulated media policy was too "narrow," "incoherent," and "confusing to users."

Previously, Meta would only remove "videos that are created or altered by AI to make a person appear to say something they didn’t say." The Oversight Board warned that this policy failed to address other manipulated media, including "cheap fakes," manipulated audio, or content showing people doing things they'd never done.

The best opportunity to view a total Solar eclipse in the United States for the next two decades is nearly at hand. Aside from making sure you're in the path of totality, the biggest question for most eclipse viewers has been, will it be cloudy?

This has posed a challenge to the meteorological community. That's because clouds are notoriously difficult to forecast for a number of reasons. The first is that they are localized features, sometimes on the order of a few miles or km across, which is smaller than the resolution of global models that provide forecasts five, seven, or more days out.

Weather models also struggle with predicting clouds because they can form anywhere from a few thousand feet (2,000 meters) above the ground to 50,000 feet (15,000 meters), and therefore they require good information about conditions in the atmosphere near the surface all the way into the stratosphere. The problem is that the combination of ground-based observations, weather balloons, data from aircraft, and satellites do not provide the kind of comprehensive atmospheric profile needed at locations around the world for completely accurate cloud forecasting.

Welcome to Edition 6.38 of the Rocket Report! Ed Dwight was close to joining NASA's astronaut corps more than 60 years ago. With an aeronautical engineering degree and experience as an Air Force test pilot, Dwight met the qualifications to become an astronaut. He was one of 26 test pilots the Air Force recommended to NASA for the third class of astronauts in 1963, but he wasn't selected. Now, the man who would have become the first Black astronaut will finally get a chance to fly to space.

Ed Dwight named to Blue Origin's next human flight. Blue Origin, Jeff Bezos' space company, announced Thursday that 90-year-old Ed Dwight, who almost became the first Black astronaut in 1963, will be one of six people to fly to suborbital space on the company's next New Shepard flight. Dwight, a retired Air Force captain, piloted military fighter jets and graduated test pilot school, following a familiar career track as many of the early astronauts. He was on a short list of astronaut candidates the Air Force provided NASA, but the space agency didn't include him. It took 20 more years for the first Black American to fly to space. Dwight's ticket with Blue Origin is sponsored by Space for Humanity, a nonprofit that seeks to expand access to space for all people. Five paying passengers will join Dwight for the roughly 10-minute up-and-down flight to the edge of space over West Texas. Kudos to Space for Humanity and Blue Origin for making this happen.

Mars may not have had liquid water long enough for life to form

Mars has a history of liquid water on its surface, including lakes like the one that used to occupy Jezero Crater, which have long since dried up. Ancient water that carried debris—and melted water ice that presently does the same—were also thought to be the only thing driving the formation of gullies spread throughout the Martian landscape. That view may now change thanks to new results that suggest dry ice can also shape the landscape.

It’s sublime

Previously, scientists were convinced that only liquid water shaped gullies on Mars because that’s what happens on Earth. What was not taken into account was sublimation, or the direct transition of a substance from a solid to a gaseous state. Sublimation is how CO2 ice disappears (sometimes water ice experiences this, too).

Frozen carbon dioxide is everywhere on Mars, including in its gullies. When CO2 ice sublimates on one of these gullies, the resulting gas can push debris further down the slope and continue to shape it.

Google has sued two app developers based in China over an alleged scheme targeting 100,000 users globally over four years with at least 87 fraudulent cryptocurrency and other investor apps distributed through the Play Store.

The tech giant alleged that scammers lured victims with "promises of high returns" from "seemingly legitimate" apps offering investment opportunities in cryptocurrencies and other products. Commonly known as "pig-butchering schemes," these scams displayed fake returns on investments, but when users went to withdraw the funds, they discovered they could not.

In some cases, Google alleged, developers would "double down on the scheme by requesting various fees and other payments from victims that were supposedly necessary for the victims to recover their principal investments and purported gains."

Dark energy might not be constant after all

An international collaboration of scientists has created the largest 3D map of our universe to date based on the first results from the Dark Energy Spectroscopic Instrument (DESI). It's an impressive achievement, with more to come, but the most significant finding stems from the collaboration's new measurements of dark energy. Those results roughly agree with the current prevailing theoretical model for dark energy, in which dark energy is constant over time. But there are some tantalizing hints that it could vary over time instead, which would call for some changes to that prevailing model.

Granted, those hints are still below the necessary threshold to claim discovery and hence fall under the rubric of "huge, if true." We'll have to wait for more data from DESI's continuing measurements to see if they hold up. In the meantime, multiple papers delving into the technical details behind these first results have been posted to the arXiv, and there will be several talks presented at a meeting of the American Physical Society being held this week in Sacramento, California, as well as at Rencontres de Moriond in Italy.

“Our results show some interesting deviations from the standard model of the universe that could indicate that dark energy is evolving over time,” said Mustapha Ishak-Boushaki, a physicist at the University of Texas, Dallas, and a member of the DESI collaboration. “The more data we collect, the better equipped we will be to determine whether this finding holds. With more data, we might identify different explanations for the result we observe or confirm it. If it persists, such a result will shed some light on what is causing cosmic acceleration and provide a huge step in understanding the evolution of our universe.”

Copilot key is based on a button you probably haven’t seen since IBM’s Model M

In January, Microsoft introduced a new key to Windows PC keyboards for the first time in 30 years. The Copilot key, dedicated to launching Microsoft's eponymous generative AI assistant, is already on some Windows laptops released this year. On Monday, Tom’s Hardware dug into the new addition and determined exactly what pressing the button does, which is actually pretty simple. Pushing a computer's integrated Copilot button is like pressing left-Shift + Windows key + F23 simultaneously.

Tom's Hardware confirmed this after wondering if the Copilot key introduced a new scan code to Windows or if it worked differently. Using the scripting program AuthoHotkey with a new laptop with a Copilot button, Tom's Hardware discovered the keystrokes registered when a user presses the Copilot key. The publication confirmed with Dell that “this key assignment is standard for the Copilot key and done at Microsoft's direction.”

Surprising to see in that string of keys is F23. Having a computer keyboard with a function row or rows that take you from F1 all the way to F23 is quite rare today. When I try to imagine a keyboard that comes with an F23 button, vintage keyboards come to mind, more specifically buckling spring keyboards from IBM.

The best robot to search for life could look like a snake

Icy ocean worlds like Europa or Enceladus are some of the most promising locations for finding extra-terrestrial life in the Solar System because they host liquid water. But to determine if there is something lurking in their alien oceans, we need to get past ice cover that can be dozens of kilometers thick. Any robots we send through the ice would have to do most of the job on their own because communication with these moons takes as much as 155 minutes.

Researchers working on NASA Jet Propulsion Laboratory's technology development project called Exobiology Extant Life Surveyor (EELS) might have a solution to both those problems. It involves using an AI-guided space snake robot. And they actually built one.

Geysers on Enceladus

The most popular idea to get through the ice sheet on Enceladus or Europa so far has been thermal drilling, a technique used for researching glaciers on Earth. It involves a hot drill that simply melts its way through the ice. “Lots of people work on different thermal drilling approaches, but they all have a challenge of sediment accumulation, which impacts the amount of energy needed to make significant progress through the ice sheet,” says Matthew Glinder, the hardware lead of the EELS project.

AI hype invades Taco Bell and Pizza Hut

Depending on who you ask about AI (and how you define it), the technology may or may not be useful, but one thing is for certain: AI hype is dominating corporate marketing these days—even in fast food. According to a report in The Wall Street Journal, corporate fast food giant Yum Brands is embracing an "AI-first mentality" across its restaurant chains, including Taco Bell, Pizza Hut, KFC, and Habit Burger Grill. The company's chief digital and technology officer, Joe Park, told the WSJ that AI will shape nearly every aspect of how these restaurants operate.

"Our vision of [quick-service restaurants] is that an AI-first mentality works every step of the way," Park said in an interview with the outlet. "If you think about the major journeys within a restaurant that can be AI-powered, we believe it’s endless."

As we've discussed in the past, artificial intelligence is a nebulous term. It can mean many different things depending on the context, including computer-controlled ghosts in Pac-Man, algorithms that play checkers, or large language models that give terrible advice on major city websites. But most of all in this tech climate, it means money, because even talking about AI tends to make corporate share prices go up.

Clinical trial will attempt growing new liver from lymph node

For the first time, scientists are attempting to grow a new, miniature liver inside of a person. It sounds like science fiction; in fact, the idea was the plot of a Grey’s Anatomy episode that aired in 2018. Now, biotech company LyGenesis is trying to turn the concept into reality.

Today, LyGenesis announced that an initial volunteer has received an injection of donor cells to turn one of their lymph nodes into a second liver. The procedure was carried out in Houston on March 25 as part of a clinical trial that will test the experimental treatment in 12 adults with end-stage liver disease.

These patients usually require a liver transplant, but donor organs are in short supply. LyGenesis is hoping to spur the growth of enough healthy liver tissue that patients don’t need a transplant. “We’re using the lymph node as a living bioreactor,” says Michael Hufford, cofounder and CEO of Pittsburgh-based LyGenesis. He says just 10 to 30 percent in additional liver mass could have meaningful effects for patients with end-stage liver disease.

Human prompt engineering is an ancient art form dating at least back to Aristotle's time, and it also became widely popular through books published in the modern era before the advent of computers.

In Klaus Teuber's Catan (previously Settlers of Catan), the player is tasked with starting from scratch and building as much as they can: the largest army, the most cities, the best sea ports for easy trading, even the longest road. Tesla deliveries drop 8.5 percent year over year in first decline since 2020

Tesla delivered 386,810 vehicles in the first quarter of 2024, an 8.5 percent drop compared to the first quarter of 2023. Tesla produced 433,371 vehicles in Q1 2024, a year-over-year decline of 1.7 percent.

"Decline in volumes was partially due to the early phase of the production ramp of the updated Model 3 at our Fremont factory and factory shutdowns resulting from shipping diversions caused by the Red Sea conflict and an arson attack at Gigafactory Berlin," Tesla announced today.

In Q1 2023, Tesla produced 440,808 cars and delivered 422,875. Tesla's Q4 2023 numbers were 494,989 cars produced and 484,507 delivered.

US, UK ink AI pact modeled on intel sharing agreements

The US and UK have signed a landmark agreement on artificial intelligence, as the allies become the first countries to formally cooperate on how to test and assess risks from emerging AI models.

The agreement, signed on Monday in Washington by UK Science Minister Michelle Donelan and US Commerce Secretary Gina Raimondo, lays out how the two governments will pool technical knowledge, information, and talent on AI safety.

The deal represents the first bilateral arrangement on AI safety in the world and comes as governments push for greater regulation of the existential risks from new technology, such as its use in damaging cyber attacks or designing bioweapons.

OpenAI drops login requirements for ChatGPT’s free version

On Monday, OpenAI announced that visitors to the ChatGPT website in some regions can now use the AI assistant without signing in. Previously, the company required that users create an account to use it, even with the free version of ChatGPT that is currently powered by the GPT-3.5 AI language model. But as we have noted in the past, GPT-3.5 is widely known to provide more inaccurate information compared to GPT-4 Turbo, available in paid versions of ChatGPT.

Since its launch in November 2022, ChatGPT has transformed over time from a tech demo to a comprehensive AI assistant, and it has always had a free version available. The cost is free because "you're the product," as the old saying goes. Using ChatGPT helps OpenAI gather data that will help the company train future AI models, although free users and ChatGPT Plus subscription members can both opt out of allowing the data they input into ChatGPT to be used for AI training. (OpenAI says it never trains on inputs from ChatGPT Team and Enterprise members at all.)

Opening ChatGPT to everyone could provide a frictionless on-ramp for people who might use it as a substitute for Google Search or potentially gain new customers by providing an easy way for people to use ChatGPT quickly, then offering an upsell to paid versions of the service.

Redis, a tremendously popular tool for storing data in-memory rather than in a database, recently switched its licensing from an open source BSD license to both a Source Available License and a Server Side Public License (SSPL).

The software project and company supporting it were fairly clear in why they did this. Redis CEO Rowan Trollope wrote on March 20 that while Redis and volunteers sponsored the bulk of the project's code development, "the majority of Redis’ commercial sales are channeled through the largest cloud service providers, who commoditize Redis’ investments and its open source community." Clarifying a bit, "cloud service providers hosting Redis offerings will no longer be permitted to use the source code of Redis free of charge."

Clarifying even further: Amazon Web Services (and lesser cloud giants), you cannot continue reselling Redis as a service as part of your $90 billion business without some kind of licensed contribution back.

What I learned when I replaced my cheap Pi 5 PC with a no-name Amazon mini desktop

I recently tried to use a Raspberry Pi 5 as a regular desktop PC. The experiment wasn't a failure—I was able to use a Pi to get most of my work done for a few days. But the device's performance, and especially the relative immaturity of the Linux's Arm software ecosystem, meant that there were lots of incompatibilities and rough edges.

One of the problems with trying to use a Pi 5 as a regular desktop computer is that, by the time you've paid for the 8GB version of the board, a decent active cooler and case, and (ideally) some kind of M.2 storage attachment and SSD, you've spent close to a couple of hundred dollars on the system. That's not a ton of money to spend on a desktop PC, but it is enough that the Pi no longer feels miraculously cheap, and there are actually other, more flexible competitors worth considering.

Consider the selection of sub-$200 mini desktop PCs that litter the online storefronts of Amazon and AliExpress. Though you do need to roll the dice on low-to-no-name brands like Beelink, GMKTec, Firebat, BMax, Trigkey, or Bosgame, it's actually possible to buy a reasonably capable desktop system with 8GB to 16GB of RAM, 256GB or 512GB of storage, a Windows 11 license, and a workaday x86-based Intel CPU for as little as $107, though Amazon pricing usually runs closer to $170.

On Wednesday, the IEEE Computer Society announced to members that, after April 1, it would no longer accept papers that include a frequently used image of a 1972 Playboy model named Lena Forsén. The so-called "Lenna image," (Forsén added an extra "n" to her name in her Playboy appearance to aid pronunciation) has been used in image processing research since 1973 and has attracted criticism for making some women feel unwelcome in the field.

In an email from the IEEE Computer Society sent to members on Wednesday, Technical & Conference Activities Vice President Terry Benzel wrote, "IEEE's diversity statement and supporting policies such as the IEEE Code of Ethics speak to IEEE's commitment to promoting an including and equitable culture that welcomes all. In alignment with this culture and with respect to the wishes of the subject of the image, Lena Forsén, IEEE will no longer accept submitted papers which include the 'Lena image.'"

An uncropped version of the 512×512-pixel test image originally appeared as the centerfold picture for the December 1972 issue of Playboy Magazine. Usage of the Lenna image in image processing began in June or July 1973 when an assistant professor named Alexander Sawchuck and a graduate student at the University of Southern California Signal and Image Processing Institute scanned a square portion of the centerfold image with a primitive drum scanner, omitting nudity present in the original image. They scanned it for a colleague's conference paper, and after that, others began to use the image as well.

After backlash, the cloud provider Vultr has updated its terms to remove a clause that a Reddit user feared required customers to "fork over rights" to "anything" hosted on its platform.

The alarming clause seemed to grant Vultr a "non-exclusive, perpetual, irrevocable" license to "use and commercialize" any user content uploaded, posted, hosted, or stored on Vultr "in any way that Vultr deems appropriate, without any further consent" or compensation to users or third parties.

EV bargains to be found as Hertz sells off some of its electric cars

Electric vehicles have many advantages over cars that still use internal combustion engines. They're far more efficient, they're quieter, and they usually have much more torque than their gasoline-powered equivalents. But we're still far from achieving price parity between powertrains. In other words, EVs are expensive.

One place you can find some bargains, though, is the rental company Hertz, which currently has more than 2,100 EVs for sale, more than half of which are affordable enough to qualify for the IRS used clean vehicle tax credit.

Hertz has been adding a lot of EVs to its fleet as part of the company's decarbonization plan. In 2021, it revealed plans to purchase 100,000 Teslas. However, the controversial car maker had delivered fewer than half of those two years later, and long repair times for customer-inflicted damage have seen the rental agency divest itself of many of those Teslas and diversify its fleet, adding plenty of Polestars, Kias, and Chevrolets.

Astronomers have solved the mystery of why this black hole has the hiccups

In December 2020, astronomers spotted an unusual burst of light in a galaxy roughly 848 million light-years away—a region with a supermassive black hole at the center that had been largely quiet until then. The energy of the burst mysteriously dipped about every 8.5 days before the black hole settled back down, akin to having a case of celestial hiccups.

Now scientists think they've figured out the reason for this unusual behavior. The supermassive black hole is orbited by a smaller black hole that periodically punches through the larger object's accretion disk during its travels, releasing a plume of gas. This suggests that black hole accretion disks might not be as uniform as astronomers thought, according to a new paper published in the journal Science Advances.

Co-author Dheeraj "DJ" Pasham of MIT's Kavli Institute for Astrophysics and Space research noticed the community alert that went out after the All Sky Automated Survey for SuperNovae (ASAS-SN) detected the flare, dubbed ASASSN-20qc. He was intrigued and still had some allotted time on the X-ray telescope, called NICER (the Neutron star Interior Composition Explorer) on board the International Space Station. He directed the telescope to the galaxy of interest and gathered about four months of data, after which the flare faded.

Yamaha and Lola pair up to enter Formula E next season

In 2022, we brought news that Lola, a once-famous racing company, was planning its renaissance. Lola never really cracked Formula 1, but it did have success in IndyCar and sports car racing with cars it designed and built from the 1960s until it ceased trading in 2012. Now, under new ownership, the company has been rebuilding its engineering facilities and expertise. And together with Yamaha as its technical partner, it has chosen Formula E for its official return to professional motorsport.

Formula E's dart-shaped electric single-seaters are getting a bit of an update before they start season 11 next year. We expect new bodywork, better tires, and perhaps the ability to use the front electric motor to send power to the wheels instead of just acting as regenerative brakes on the front axle, but those components are all spec parts, meaning every team has to use the same ones without modifying them.

That goes for the battery, too, but there is freedom when it comes to the 470 hp (350 kW) electric motor that powers the rear wheels. And then there's the software, without which the car won't go anywhere.
