Beijing’s Asymmetric Securitization of Genomic Data

Executive Summary:

  • Beijing is pursuing an asymmetric closed-door doctrine, ensuring domestic critical resources remain onshore while attracting additional resources from overseas. One of the most developed instances of this approach is seen in its handling of human genetic resources (HGR).
  • Strict controls over HGR have kept samples and sequencing data onshore for more than a quarter century. A recent National Health Commission consultation draft of revised HGR implementing rules adds to a growing regulatory regime covering HGR that includes laws on biosecurity, data security, personal information protection, and state secrets, as well as two cross-border data rules.
  • The newly proposed rules seek to expand the state’s access to genetic information by mandating that data disclosed abroad for publication or at conferences must first be deposited at the China National Center for Bioinformation, a state-run gene bank. This is one of two state-led repositories that are intended to rival national-level gene banks in the United States, Europe, and Japan.
  • BGI Group’s overseas business, including prenatal testing in 52 countries and pandemic-era laboratory deployments, shows how genomic data generated abroad flows toward PRC-controlled repositories.
  • No other analogs exist for this regime. The U.S. approach makes openness the default for federally funded fundamental research, with no nationality restrictions on access to its GenBank data. Washington began restricting bulk genomic transfers to countries of concern only in 2024.

On May 8, the National Health Commission (NHC), which took over human genetic resource (HGR) governance from the Ministry of Science and Technology (MOST) in 2024, released a consultation draft of revised implementing rules for the Regulations on the Administration of Human Genetic Resources (人类遗传资源管理条例), with the public comment period running until June 7 (NHC, May 8). Article 39 provides that information transferred abroad for publication or conference disclosure satisfies the prior-reporting obligation only by first depositing the data with the China National Center for Bioinformation (CNCB; 国家生物信息中心), the genomics repository hosted at the Chinese Academy of Sciences’ Beijing Institute of Genomics. The provision confirms the CNCB as the central repository through which the state consolidates and retains human genomic information within the People’s Republic of China (PRC), including data researchers disclose abroad.

HGR governance offers a useful case study for understanding how Beijing implements its asymmetric closed-door strategy in other domains (China Brief, May 22). Of the four factors that this security-driven strategy seeks to retain—persons, capital, technology, and information—three map directly onto HGR retention. Foreign-control limits on who may handle PRC genetic resources, security reviews that backstop a non-exhaustive resource catalogue, and mandatory in-country data retention all appear in the HGR regime in a more layered form than artificial intelligence (AI) investment and frontier hardware governance regimes. The channeling of genomic data from outside the PRC toward PRC-controlled repositories through commercial sequencing operations and pandemic-era diagnostic deployments also underscores the asymmetric nature of this strategy.

HGR Regime is Decades in the Making

Beijing frames genetic resources as a sovereign asset and control over them as a national security issue. In February 2020, General Secretary Xi Jinping directed that biosecurity be brought “into the national security system” (纳入国家安全体系) and that a biosecurity law be enacted without delay (State Council, February 14, 2020). The original framing predates the pandemic, however: in 2017, MOST’s “13th Five-Year Plan for Biotechnology Innovation” (“十三五”生物技术创新专项规划) called for a national bioinformation center to “safeguard national sovereignty over biological data” (维护国家生物数据主权) and to manage the nation’s strategic biological data resources (MOST, May 10, 2017).

The country’s regulation of HGR began with the 1998 Interim Measures for the Administration of Human Genetic Resources These asserted state sovereignty over PRC human genetic resources and required approval for collection, outbound provision, and international cooperation (State Council Information Office, June 12, 2019). Decisive impetus for expanding the regime came in November 2018, following a scandal in which Shenzhen-based researcher He Jiankui (贺建奎) announced the birth of gene-edited infants. [1] The scandal hardened Chinese Communist Party (CCP) leadership’s resolve to centralize control, and in 2019 the State Council supplanted the measures with the Regulations on the Administration of Human Genetic Resources Effective July 1, 2019, the regulations established a four-stage licensing regime covering the collection, preservation, utilization, and outbound provision of genomic data. They also codified HGR information as a regulated category alongside physical samples for the first time. Article 7 of the regulations bars foreign organizations and foreign-controlled entities from collecting or preserving PRC genetic resources or providing them abroad, while Article 24 requires that all data generated in any international collaboration be “fully open to and backed up with the Chinese-side institution” (完全向中方单位开放并向中方单位提供备份) (MOST, June 12, 2019).

The new draft is a revised version of a set of “implementing rules” (实施细则) for the 2019 regulations first released in 2023 (MOST, June 1, 2023). The new rules narrow exemptions for transferring HGR information abroad. Previously, in cases where PRC entities had a cooperation agreement that provided for joint use of HGR information by both parties, they could skip prior reporting and information backup. Now, however, the foreign recipient must also be named in the license application. As a result, outbound HGR information for publication must now first be deposited at the CNCB. Failure to do so can result in penalties. [2]

Overlapping Statutes Reinforce HGR Retention

The HGR regulations add to a growing statutory regime that governs genomic data. Most prominent among these is the 2021 Biosecurity Law (生物安全法), which extended biosecurity governance to biotechnology research, pathogen-laboratory safety, human genetic resources, and biological resources. Article 57 of the law requires prior reporting and submission of an information backup before PRC human genetic resource information is provided to or opened for use by foreign organizations, foreign individuals, or institutions they establish or control. Articles 79 and 80 set penalties of up to RMB 5 million ($700,000) for unauthorized collection, preservation, or use in international cooperation of HGR and up to RMB 10 million ($1.4 million) for violations by foreign organizations or individuals (National People’s Congress [NPC], October 17, 2020). As the law operates concurrently with the HGR Regulations rather than displacing them, a single transfer can violate both, with penalties accumulating.

Two other laws, both enacted in 2021, further regulate the control of HGR. The Data Security Law (数据安全法) created an “important data” (重要数据) category, under which authorities would notify entities or publicly designate certain data as “important” and thus subject to certain controls. [3] The Personal Information Protection Law (个人信息保护法) designates medical and biometric data as sensitive personal information and offers three cross-border transfer routes (a security assessment by the Cyberspace Administration of China, certification by a designated body, or a standard contract), each requiring separate consent (NPC, August 20, 2021). In practice, however, the simpler transfer routes that this law outlines are not available in the case of identifiable genomic data, as these would still trigger the HGR pre-approval and the Biosecurity Law reporting requirements. PRC-origin population genomic data is consequently treated as potentially important by default unless an authoritative determination concludes otherwise.

The most consequential law for HGR retention is a 2024 amendment to the State Secrets Law Article 64 of this law introduces the concept of “work secrets” (工作秘密), information that does not constitute a state secret but whose disclosure “would cause certain adverse effects” (会造成一定不利影响的事项) and so should be protected under separately formulated rules (Xinhua, February 27, 2024). For HGR, this category provides an administrative route to restrict information that has not been, and may never be, designated under formal state secrets procedures. This differs from the U.S. position under National Security Decision Directive 189 (NSDD-189), which holds that classification is the exclusive control mechanism for federally funded basic research. In the PRC, by contrast, no law establishes openness as the default for state-funded research.

Regulations Create Asymmetric Control Over Genomic Data

The May 8 consultation draft works to support the collection and use of HGR domestically while simultaneously channeling overseas HGR into the PRC. In doing so, it seeks to realize objectives laid out in the 14th Five-Year Plan for Bioeconomy Development (“十四五”生物经济发展规划), which in 2021 called for the “unified collection and sharing of national biological data resources” (实现我国生物数据资源统一汇交共享) and the “secure and controlled sharing of biological resources” (推进生物资源受控共享和安全交换) (NDRC, May 10, 2022).

Domestically, HGR data is channeled toward two state-led repositories, CNCB in Beijing and the China National GeneBank (国家基因库) in Shenzhen. CNCB runs three main databases, the Genome Sequence Archive (GSA), its HGR-specific repository GSA-Human, and the OMIX (“Open Archive for Miscellaneous Data”) database. The Beijing Institute of Genomics, which hosts CNCB, describes it as the “national human genetic resources information management backup platform” (国家人类遗传资源信息管理备份平台), language that places it inside the HGR licensing regime (Beijing Institute of Genomics, July 15, 2022). [4] As of mid-2022, GSA holdings exceeded 15 petabytes, with contributions from more than 580 institutions. As of February 2026, GSA holdings had surpassed 100 petabytes, contributed by 1,272 institutions (Beijing Institute of Genomics, February 22). Article 39 of the May 8 consultation draft is designed to funnel genomic data toward CNCB. It offers a simplified procedure for reporting HGR information before it is transferred abroad by depositing the data at the CNCB. This is intended to build CNCB into an alternative to the world’s three other national-level gene banks in the United States, Europe, and Japan. [5]

The China National GeneBank was the PRC’s first attempt to create a national-level gene bank. The National Development and Reform Commission and three other ministries jointly established the institution in 2011, which became operational in 2016. Unlike the other three national-level gene banks, however, it operates under a public-private structure in which BGI Group, through BGI Research (深圳华大生命科学研究院), serves as the operating entity, with funding shared by central finance, Shenzhen municipal finance, and BGI itself (The Paper, September 22, 2016). At its September 2016 launch, the China National GeneBank reported access capacity for 60 petabytes of biological-information data—a figure that included mirrored international public data—and a first-phase capacity to store 10 million samples (The Paper, September 22, 2016). By 2024, its own archived holdings stood at more than 13 petabytes, contributed by over 500 institutions (Shenzhen Special Zone Daily, April 22, 2024).

The PRC is also directing genomic data generated outside its borders inward, though so far only where commercial channels permit. BGI Group’s overseas business is the most-documented instance. Drawing on more than 100 corporate and scientific publications, Reuters reported in 2021 that BGI developed its NIFTY (Non-Invasive Fetal TrisomY) prenatal test in collaboration with Chinese military institutions, including the People’s Liberation Army (PLA) General Hospital and the Third Military Medical University, and that the genomic data of more than 500 women tested abroad were stored in the China National GeneBank (Reuters, July 7, 2021). By BGI’s reported figures, the test was sold in at least 52 countries and had been taken by 8.4 million women globally, though how much foreign genomic data actually reaches the PRC this way is uncertain and bounded by destination-country law (Reuters, September 6, 2021). [6] BGI has denied providing NIFTY data to PRC authorities for national security or defense purposes, though the National Intelligence Law requires organizations to support and cooperate with state intelligence work (China Law Translate, 2017).

The PRC’s asymmetric approach contrasts sharply with that of Western countries, which operate open international databases (Federation of American Scientists, September 21, 1985). GenBank, maintained by the U.S. National Institutes of Health, makes the sequence data submitted to it freely available to anyone, wherever they are in the world, with no restriction on use or redistribution. Its partners in the International Nucleotide Sequence Database Collaboration follow the same open-access rule, as do its European and Japanese counterparts (National Library of Medicine, December 13, 2023). PRC researchers therefore use U.S. and global genomic data freely, while foreign researchers cannot obtain PRC-controlled human genetic resources on remotely comparable terms.

Washington has begun to respond. The Commerce Department added BGI Research, BGI Tech Solutions (Hong Kong), and Forensic Genomics International to its Entity List in 2023; and the Defense Department added BGI Genomics and MGI Tech to its 1260H list of Chinese Military Companies in 2025 (Federal Register, March 6, 2023, January 7, 2025). An executive order signed in February 2024 directed the Justice Department to restrict bulk transfers of Americans’ sensitive data to “countries of concern,” which include the PRC (Federal Register, March 1, 2024). Its Data Security Program since April 2025 has prohibited bulk transfers of human genomic data on as few as 100 U.S. persons (including anonymized data) to designated states (Department of Justice, April 11, 2025). The Food and Drug Administration halted new clinical trials that sent Americans’ living cells abroad for genetic engineering in June 2025, closing an exemption that had allowed trial samples, including DNA, to be processed in the PRC (Food and Drug Administration, June 18, 2025). Finally, Congress enacted the BIOSECURE Act as part of the Fiscal Year 2026 National Defense Authorization Act in December 2025 (U.S. Congress, December 18, 2025).

The U.S. controls, however, are carefully bounded, confined to a short list of adversary states as a result of ex-post prohibitions on specific transactions and maintaining openness for American and allied research. The PRC controls are the inverse: a decades-old regime that applies to all foreign parties and operates as ex-ante licensing.

Conclusion

Beijing’s proposed revisions to regulations on the management of HGR boost its ability to construct a centralized repository of genomic data by mandating the deposit of PRC-origin genomic information at CNCB before it can be shared overseas. The proposal adds to a growing legal and regulatory architecture that realizes previously articulated objectives for ensuring national sovereignty over biological data.

This advances a one-way asymmetry in which the PRC retains its own population’s genomic data while an open international system leaves American and allied data freely available. As a result, PRC state-linked institutions can study U.S. and allied populations at scale, over time potentially informing applications tailored to specific populations. The current structure benefits Beijing in a domain—biomanufacturing (生物制造)—that Xi Jinping has named a priority future industry, signaling that it intends to convert its data resources into industrial advantage (Qiushi, June 1).

The PRC’s HGR retention architecture is the longest-running and most operationally tested instance of its asymmetric closed-door doctrine, but the same approach recurs across a number of cross-border domains. This is not an enforcement gap that can be closed through entity designations or other tailored instruments, and constitutes an urgent strategic problem for the United States.

Notes

[1] He Jiankui, then an associate professor at the Southern University of Science and Technology in Shenzhen, announced in November 2018 that he had used CRISPR germline editing to produce twin girls he said were resistant to HIV. The experiment drew near-universal condemnation, and a Shenzhen court convicted him of illegal medical practice in December 2019, sentencing him to three years in prison (Science, December 30, 2019).

[2] MOST has published representative cases since 2015 against hospitals, multinationals, and affiliates of the Chinese biotech giant BGI Group This level of transparency is unusual for PRC administrative enforcement, and is likely intended to deter violations (MOST, July 12, 2018).

Blaming ‘Foreign Forces’ Backfires for Beijing

Executive Summary:

  • A recent article from the Ministry of State Security (MSS) blamed “foreign forces” for the rise in youths “lying flat,” leading to outcry across Chinese social media.
  • Chinese netizens have responded with a mix of irony, derision, and expressing outright disappointment. “Lying flat” is not reflected in data on working hours or in people’s lived experiences, but is an expression of disillusionment with a system that many feel treats them as resources rather than people.
  • Authorities have successfully used the specter of “foreign forces” to suppress protests in the past, but the latest attempt, in which the government effectively accused its own citizens of laziness, has not succeeded. Instead, it has inadvertently exposed simmering dissatisfaction across the country.

On the morning of April 28, the Ministry of State Security (MSS) published an article on its social media account titled, “Those Inciting ‘Lying Flat’ Are Themselves Busy Running Around” (煽动“躺平”的他们,正忙得脚不沾地) (Xinhua, April 28). The article, which signals a continuation of last year’s “clean and bright campaign” (清朗行动) to eradicate social conflicts, was subsequently republished by official media outlets and quickly went viral (China Brief Notes, October 31, 2025). Its patronizing messaging has had the opposite effect, however, intensifying existing social contradictions and providing a window into popular resentment.

The article argued that the “lying flat” mentality now spreading among the country’s youth (which similar to the U.S. phenomenon of “quiet quitting”), was allegedly the result of “foreign forces” (境外势力) funding a small number of online influencers. It urged the public not to be “blinded” (蒙蔽双眼) and to continue “defining youth through struggle” (用奋斗定义青春) (Xinhua, April 28). The article’s condescending tone failed to convince its intended audience. The online response has instead delivered Beijing one of its largest recent waves of pushback.

Official Narrative Does Not Reflect Reality

In the People’s Republic of China (PRC), “lying flat” is primarily an expression of emotion, not a genuine lifestyle choice. National Bureau of Statistics data shows that workers in the PRC, whom Beijing accuses of “lying flat,” work an average of 48.8 hours per week, far above the level in developed countries, and as high as other East Asian states that are traditionally associated with intense work cultures. PRC workers average as many as 2,450 annual working hours, nearly 250 hours more than Mexico, the second-highest country, according to the OECD. In the country’s tech sector—which invented the “996” work culture, alternating long and short work weeks (“大小周”), and even “007”—the average annual working time reportedly reaches a staggering 3,600 hours (36Kr, July 31, 2024). [1]

Students are under even greater pressure. According to a 2022 Peking University study, high school students preparing for Gaokao, the feared college entrance examination, spend nearly 60 hours per week studying. Only primary school students have lighter schedule than those of working adults, averaging 46 hours per week on study (Tencent News, April 30, 2025).

Newly coined words reflect Chinese workers’ continued industriousness. Young Chinese have successively invented terms such as “involution” (内卷), “cattle and horses” (牛马), “human mines” (人矿), and “manual laborers” (力工) to mock and critique grueling working hours. [2] Their rapid incorporation into everyday language reflects the extent to which they ring true for so many. Beijing may believe that people have simply become lazier, but this belief is supported by neither the data nor popular sentiment.

Public Pushback: From Trolling to Exposing Hypocrisy

Citizens’ responses to the article took four main approaches. First, many demanded the MSS provide evidence to support its claims, especially since the article had referred only to “a certain foreign organization” (某境外组织) (see Figure 1). Some influential government-aligned commentators, responding with sarcasm or even contempt, dismissed such demands, arguing that the MSS need not disclose what was likely classified information. [3]

Figure 1: Netizens Ask for More Details from the MSS

(Source: Weibo/@Beijing Daily)

Other respondents engaged in direct trolling. In the comments section of the MSS account and major official media outlets, they sought information on how they could receive funding from “foreign forces,” given that they had been “lying flat” for so long (Rednote/@China News Agency, April 28). Screenshots generated by artificial intelligence (AI) circulated purporting to show WeChat payment transfers from U.S. president Donald Trump and Congress, while posters jokingly claimed they had finally received overdue payments from the Americans (see Figure 2).

Figure 2: Faked Screenshots Humorously Claim Payment from ‘Foreign Forces’

A third form of pushback saw netizens declare willingness to “struggle” (奋斗), but only as long as they could work at state-owned enterprises such as China National Petroleum Corporation (中石油), State Grid (国家电网), or China Tobacco (中国烟草集团)—institutions known for high pay and for positions often monopolized by the children or networks of party-state elites (see Figure 3). These commenters often argued that the problem was not that they were unwilling to “struggle,” but that the state had never afforded them with the same level of care in comparison to Party insiders. The implication was that “lying flat” is a form of passive resistance to governmental neglect.

Figure 3: Netizens Ask for Jobs at Major State-Owned Enterprises

The sharpest pushback came from a group of young people often described as the “net leftists” (网左). [4] Digging through historical archives, they found a People’s Daily article from 1974, which criticized the “Soviet revisionists” (苏修) for forcing workers to labor (see Figure 4). Praising Soviet workers for resisting the “Soviet revisionist” dictatorship through strikes and slowdowns, the article concluded by criticizing Moscow for “attempting to use empty talk about labor to cover up the increasingly sharp class contradictions in the Soviet Union” (妄图用劳动的空谈来掩盖苏联日益尖锐的阶级矛盾) (People’s Daily, November 2, 1974).

A Common Tactic Backfires

The government has previously had success invoking “foreign forces” to suppress civil discontent. Under Xi Jinping, officials have generated a “rally around the flag effect,” with government-backed influencers using what appear to outsiders to be absurd pieces of evidence to identify the involvement of “foreign forces.” In doing so, they have at times been able to reverse the government’s disadvantage in the information space. For example, when a middle school student fell to his death in Chengdu in 2021, Sichuan police implied that the resulting public outcry might have been part of a Western-led “color revolution” (颜色革命). Pro-establishment influencers cited protesters holding flowers and speaking Mandarin (instead of the local dialect) as unusual behavior, suggesting that “foreign forces” must have been present among the crowd (Weibo/@Sichuan Cyber Police; China Digital Times, May 12, 2021; Chinaworker, May 23, 2021). [5]

These earlier successes have created a path dependence in Beijing’s approach. Since the enactment in 2023 of the Anti-Espionage Law (反间谍法), the MSS has frequently published reports about the capture of “foreign forces” (WeChat/MSS, April 15; April 16). Like its recent article, these reports are all vague, but have rarely faced public scrutiny. The MSS evidently believed the same tactic could help resolve a form of social pessimism that has become a headache for Beijing. It overlooked, however, the fact that this campaign directly touched the interests of all kinds of PRC citizens, as well as effectively insulting them. [6]

Conclusion

The backlash to the MSS article shows the limits of Beijing’s “foreign forces” narrative. “Lying flat” is not an imported ideology, but an organic domestic expression of frustration and exhaustion. Beijing will not stop fabricating foreign foes, but in the future, will need to be more mindful of the risks of this approach. In this case, the MSS inadvertently exposed a source of simmering pressure within the system. Unless authorities are flexible enough to accept political responsibility, the next episode could spill over beyond the digital realm.

Notes

[1] “996,” pioneered by Alibaba, refers to a work schedule from 9 a.m. to 9 p.m., six days a week. The “alternating long and short week” system, first adopted by ByteDance and Pinduoduo, refers to a rotating schedule in which employees receive one day off one week and two days off the next. (Pinduoduo even introduced a “super alternating long and short week” system (超级大小周), with one day off every two weeks.) An escalation of “996” culture, “007” refers to a 10 a.m.—10 p.m., seven days a week work schedule that is often used during periods when companies need to boost financial performance.

[2] “Involution” (内卷), originally derived from the work of anthropologist Clifford Geertz, refers to a form of rat race in which people are forced to invest ever more time and energy but with diminishing overall returns and widespread exhaustion.
“Cattle and horses” (牛马), meanwhile, comes from the idiom “to work like an ox or a horse” (当牛做马) and is a form of self-mockery among worn-out office workers who fell like they are treated as working animals. The term was influenced by the Japanese word shachiku (社畜), literally “corporate livestock.”
“Human mines” (人矿) is a literal metaphor: people are nothing more than mineral resources to be extracted and used. Along with an earlier, similar term, “human dry-cell batteries” (人肉干电池), it is a stronger version of “cattle and horses.”
“Manual laborer” (力工) first emerged from Chinese-language “MGTOW” (Men Go Their Own Way) communities. It originally referred to men who subject themselves to years of hard work only to exchange money for marriage in a single final transaction. Today, it is also used more broadly by men to mock their exhausting lives and the fact that, despite their labor, they still cannot afford the high costs of marriage and childbearing.

[3] The well-known young Maoist commentator “Zhang Beihai Official” (章北海official) quickly released a video on Bilibili commenting on the MSS article. In the video, he argued that the MSS has an obligation to provide the public with concrete details, and implied that failing to do so would amount to lying. The video was censored within hours of being posted, but it has since been reuploaded to YouTube by others (Youtube/@yuzhouwang-w8n, April 29).

[4] For more on the “Net Leftist” community, see the author’s ChinaTalk article, “Longing for the Cultural Revolution in China Today” (ChinaTalk, January 22).

[5] The episode, known as the “Chengdu No. 49 Middle School student death incident” (成都四十九中学生坠亡事件), unfolded between May 9–12, 2021. After a 16-year-old student was found to have fallen to his death at school, the school reportedly first contacted a funeral home to transfer the body, then called the police, and only later notified the student’s mother. The following day, the student’s mother posted on Weibo questioning why the school had notified the family last, why it had refused to allow the family to view surveillance footage from the time of the incident, and why it had sought to process the body so quickly. Her posts implied the possibility of homicide or bullying. Her claims quickly gained support from many Chengdu residents, who spontaneously held a vigil at the school and demanded explanations from the school and police. On May 11, local authorities announced they had concluded their investigation, finding no evidence of homicide or bullying, and determining that the student’s death was a suicide. The parents and Chengdu residents gathered outside the school did not accept this explanation. Beginning on May 12, claims began circulating online that “foreign forces” had incited and participated in the incident, and that Tzu-i Chuang Mullinax (庄祖宜), the wife of then-U.S. Consul General in Chengdu Jim Mullinax (林杰伟), was allegedly behind it. Sichuan Cyber Police endorsed this claim. The original posts accusing Chuang have since been deleted from Weibo, but the allegation resurfaced during the 2022 Chengdu anti-Zero-Covid “white paper” protests (see Weibo/@Zhiyaojun, December 16, 2022). On May 13, the crowd and the family members left the school, and the incident gradually subsided.

[6] Ironically, some of the very commentators who had previously “discovered” the presence of “foreign forces” during the Chengdu No. 49 Middle School incident and other public opinion crises took a very different position this time. They openly rejected the MSS article and called on the state to acknowledge the people’s legitimate grievances (see Weibo/@Mayanming, April 29).

Weapons Systems Failures May Have Led to Personnel Removals

Executive Summary:

  • The Iran war has exposed a widening gap between Beijing’s claims of military-technological superiority and the apparent battlefield performance of air defense and counter-drone warfare systems linked to the People’s Republic of China (PRC).
  • PRC state media has amplified Iranian disinformation and shifted attention to supposed U.S. strategic weaknesses, rather than confront failures in Iran’s air-defense response to U.S. and Israeli strikes.
  • The unexplained removal of multiple defense-linked academicians from the rosters of top scientific institutions has fueled suspicion that failures in overseas battlefield performance may be intersecting with deeper problems of accountability and effectiveness in the PRC defense-industrial system.

On April 5–6, state media in the People’s Republic of China (PRC) reported that the second crew member from a U.S. F-15E shot down over Iran had been rescued, but only after what Xinhua described as a U.S. mission that nearly suffered “catastrophic losses” (灾难性损失) (Xinhua, April 6). The story allowed Beijing to imply that Iran’s air defenses were still capable of exacting a price, continuing a tendency in official discourse to amplify isolated Iranian successes rather than confront what the broader collapse of Iran’s air-defense network may reveal about the battlefield credibility of PRC-linked military technology. [1]

State Media Amplifies Iranian Disinformation

At the start of the war in early March, PRC outlets did not report at all on Iranian losses of air-defense radars, choosing instead to cite content from Iranian official and pro-regime information channels. This included social-media-amplified claims stating that U.S. radar sites in Gulf states had been devastated by Iranian missiles and Shahed drones (CCTV, March 2, March 9; Xinhua, March 10, March 24). [2] A typical example came on February 28. Citing the Islamic Revolutionary Guard Corps (IRGC), Xinhua claimed that a U.S. radar in Qatar, used to track ballistic missiles and with a detection range of 5,000 kilometers, had been “completely destroyed” (彻底摧毁) (Xinhua, February 28). But the accompanying images were plainly AI-generated (see Figure 1).

Figure 1: Example of AI-Generated Disinformation Spread by Pro–Islamic Republic Social Media Accounts

(Source: X/@Tehran Times)

As the war progressed, Beijing repeatedly cited claims from Tehran that U.S. aircraft had been shot down or damaged—most of them disinformation—as if Iran’s air-defense network were still exerting a meaningful deterrent effect on U.S. airpower (Xinhua, March 28, April 3). Even when Iran did genuinely bring down an F-15E aircraft, some influential civilian military and political commentators with ties to Beijing even circulated exaggerated footage from video game Arma 3 as if it were real video of a U.S. aircraft being shot down (Weibo/@Simapingbang, April 4).

As U.S. and Israeli tactical successes belied Iran’s claimed battlefield achievements, Beijing shifted attention to what it portrayed as America’s looming strategic failure in the face of a possible closure of the Strait of Hormuz. In a series of reports, Beijing emphasized that the United States had failed to achieve its war aims and was instead facing a dilemma of being eager to extricate itself from the conflict but unwilling to escalate. Xinhua cited PRC scholars as saying that “not a single U.S. war objective has been achieved” (战争目标一个都没实现), arguing that Washington’s simultaneous push for a ceasefire and continued troop deployments suggested it “has not made the strategic decision” (没有下战略上的决心) (Xinhua, March 27). Reporting repeatedly magnified the strategic pressure posed by the Strait of Hormuz, warning that the United States could once again “sink into a war quagmire” (深陷战争泥潭) if it attempted coastal assaults or limited ground operations to reopen the waterway (Xinhua, March 27; Qilu Evening News, March 28).

Weapons Experts Removed From Academy Websites

Apparent personnel changes at leading defense research institutions suggest that Beijing’s public information strategy is in part an attempt to deflect from the tactical success of U.S. and Israeli strikes carried out by weapons platforms it regards as outdated. Such an admission would cast doubt on its self-image of a pioneer of cutting-edge technology and the broad narrative of “the East is rising, the West is declining” (东升西降) (Xinhua, June 30, 2023).

The website of the Chinese Academy of Engineering (CAE; 中国工程院) recently removed three names from its “List of Academicians” (院士名单). Although the individual profile pages of Wu Manqing (吴曼青), Wei Yiyin (魏毅寅), and Zhao Xiangeng (赵宪庚) remain accessible, their names no longer appear among the 988 members on the public roster (CAE, accessed March 23). Earlier reporting on Wu described him as an “expert with outstanding contributions to the national defense science and technology industry sector” (国防科技工业有突出贡献专家), noting that he had “independently developed digital array technology and driven continuous innovation in radar system design” (自主创新了数字阵列技术,推动雷达体制的持续创新) (Global Times, June 13, 2022). The other two are likewise specialists from the defense-industrial sector.

According to the CAE’s charter, academician status is a lifetime honor and may be revoked only under three circumstances: serious academic misconduct, conviction for a criminal offense, or voluntary relinquishment at the individual’s request (CAE, accessed March 23). Authorities have not explained why the qualifications of these three academicians were withdrawn, but public speculation has increasingly linked the change to the overseas battlefield performance of PRC platforms (Mnews, March 19).

The Chinese Academy of Sciences (中国科学院) similarly removed two academicians from its roster, again without any official explanation (Zaobao, March 20). Liu Guozhi (刘国治), an expert in high-power microwave technology, and Liu Wei (刘伟), chief designer of the J-20 fighter, were both defense experts. Of the two, Liu Guozhi’s field is more directly relevant to the export of the advanced weapons Beijing claims to possess. At last year’s September 3 military parade, Beijing prominently declared that weapons based on high-power microwave technology constituted one of the “powerful three iron pillars” (强大铁三角) of counter-drone warfare, alongside counter-drone gun-and-missile systems and high-energy laser weapons (Xinhua, September 3, 2025).

The only PRC-exported counter-drone system publicly confirmed to have reached Iran is the Shen Nong Shield 3000 (神农盾3000) high-energy laser weapon, though the country may also have acquired a high-power microwave counter-drone weapon. A leaked product brochure by defense giant Norinco (北方工业集团) at the 2024 Zhuhai Airshow stated that such a system had been approved for export (see Figure 2) (TWZ, October 7, 2024). The buyer was not disclosed, but some within PRC military enthusiast communities have speculated that if high-energy laser weapons were exported to Iran to counter Israeli drones, then this high-power microwave weapon was highly likely to have been exported to Iran too (Sohu Blog/@Dizhang Tanbing, October 15, 2024). [3] The IRGC, with its penchant for exaggeration, is unlikely to have remained quiet if it had successfully deployed PRC-exported counter-drone systems. The fact that it did not claim to have downed U.S. and Israeli drones until April 5 could indicate deficiencies in the equipment at its disposal (Reuters, April 5). In that context, Liu Guozhi’s apparent removal has likewise fueled suspicion about the effectiveness of PRC counter-drone platforms.

Figure 2. Leaked Page of Product Brochure for a High-Power Microwave Counter-Drone Weapon

(Source: Author research)

Conclusion

The Iran war has revealed a widening gap between Beijing’s rhetoric and the apparent battlefield performance of PRC-linked military technology. Official silence, reliance on Iranian claims, and unusual personnel changes in the PRC’s defense-scientific establishment all undermine the credibility of Beijing’s carefully cultivated claims to military-technological superiority.

Notes

[1] U.S. President Donald Trump claimed that the aircraft had been shot down by a shoulder-fired missile (Times of Israel, April 6).

[2] This followed a pattern observed after last year’s Operation Midnight Hammer, in which state media largely confined itself to relaying messages from Tehran, some of them obviously false (China Brief Notes, June 27, 2025).

[3] Based on a review of past PRC arms-export records, when the buyer has been a Middle Eastern political entity not hostile to the United States, such as the UAE or Egypt, the purchaser’s identity has usually been disclosed openly. By contrast, when the buyer is more politically sensitive, as in the case of Iran, information about the end user has often been left deliberately vague.

LFI Assassin, point d'interrogation(s).
